The best picture about the foreign aid and debt relationship between the US and China that can be found




The nation is in trouble when it comes to debt, with the worst of it being that we are paying foreign aid to China while the nation owns some of our debt. It comes down to the point that this is irresponsible of the government and needs to end. China is not our ally, though the government believes that it needs to pay friendship. People talk about this, but rarely do they understand the full scale. Here it is, as much as available for the public to know.

Debt Owned

Here, via Statista, is how much of the US federal debt is owned by China. The debt is not supposed to be owned by them, but with a wink, the government sells it to people who they know will sell it to China.

“According to the Federal Reserve and U.S. Department of the Treasury, foreign countries held a total of 7.4 trillion U.S. dollars in U.S. treasury securities as of April 2023. Of the total 7.6 trillion held by foreign countries, Japan and Mainland China held the greatest portions, with China holding 868.9 billion U.S. dollars in U.S. securities. Other foreign holders included oil exporting countries and Caribbean banking centers.”

Financial Assistance

The Foreign Assistance government page only lists $12 million as what we provide to China, with several payments being withheld from public knowledge. Even the GAO is unable to find the full amount of the expenditures or what it is spent on.

"More than $490 million from U.S. grants and contracts was paid to organizations in China.

The National School Lunch Program, intended to provide balanced meals, encourage nutrition and support domestic farmers, handed $1.6 million to Chinese grain exporters.

The State Department shelled out $58.7 million to entities in China, spending nearly $100,000 to support an exhibition of New Yorker cartoons by female artists “to increase awareness on gender equality and women’s empowerment” in the oppressive communist country. It spent $43,141 in Russia to support podcasts on “the topics of being queer, women in space, etc.” and $33,545 for podcasts about “people who survived a trauma, a unique experience, (or) did something extraordinary.”

The Pentagon paid $6 million to a Chinese company for technical support on defense “deployment and distribution command” software, which provides for delivery of transportation, equipment and supplies anywhere our servicemen and women are positioned.

NIH spent $298,000 in 2021 on ethics training for Chinese scientists. The reason? China was found woefully short on safety, integrity and honest reporting. Key problems included “research misconduct,” “inadequate ethical review,” “neglect for human subjects protections” and “publication fraud.”"

China Owning debt

China seems to be on a spending spree of not just American debt, but sending out loans to other nations, here, via testimony from USAID Administrator Samantha Power to the Senate, is what China is doing.

"For example, the PRC's global lending spree has made it the world’s largest debt collector. For every dollar of aid that the PRC provides to low-income and middle-income countries, China has provided nine dollars of debt. So one dollar of aid, nine dollars of debt. The opposite is true here in the United States: for every dollar of debt we provide, we provide at least nine dollars of aid. The PRC’s assistance tends to be negotiated behind closed doors, fueling corruption, and can demonstrate a flagrant disregard for human rights. One chilling example of course, is the PRC’s “Safe Cities” initiative, which provides surveillance and facial recognition technology that can monitor critics, journalists, and activists – and that technology has been given to 80 countries so far, at least."

The US government is on a path of unsustainable debt, if they have not already gotten the nation there. There needs to be a stopping of spending, especially to nations that are not our friends. The only reason the government scientific agencies are getting involved there is to hide things. The spending of this government needs to be cut drastically, and the debt paid down.

Few people can truly imagine what $551 million is, but that is the sum that the state of Pennsylvania either mismanaged or spent erroneously of federal Medicaid funds earmarked for schools.
